What is missing
- until prepared: Neither own skill is listed — listing runs through the catalog (review before listing, administrator level AND governance, a machine principal refused) and that step has not been taken; neither is signed, because the Sigstore runtime is open. The profile IRI is minted and sealed but not resolvable yet: the built site tree holds no /ns/skills/ path, and the daily «declared versus observed» comparison is a named seam that is deliberately not wired.
